BauWatch Construction Site Crime Report 2026
Based on independent research from OnePoll and using the testimonies of 500 UK industry professionals, the latest BauWatch annual construction crime report shows that tool theft is rising, security measures are declining and the human cost of crime continues to grow at an alarming rate across the sector.

The Human Cost of Construction Crime
One of the most significant findings this year is how far the impact of crime now reaches:
The share of workers left out of pocket due to crime has risen to 38.7 per cent, nearly 15 per cent above the European average of 23.8 per cent.
Job losses linked to crime have also increased, from 22.8 per cent to 27.7 per cent.
At project level the picture is steadier, with delays edging up slightly but budget overruns falling, suggesting companies are managing direct costs more effectively even as individual workers start to absorb more of the impact.
Tool Theft Continues to Rise in the Form of Mobile Assets
The structure of construction site theft is changing with continued theft of smaller assets, causing even more disruption to construction site practice.
Tool theft now affects 57 per cent of sites, up from 51.6 per cent in 2025 and over 10 per cent above the EU average, making the UK the worst affected market in Europe.
However, theft of materials like copper and timber have fallen over the same period, leading to a displacement effect as criminals are starting to target assets which are easier to access and resell. Sites without a permanent power supply and security are particularly at risk. Security Measures are Declining in Response to Increased Project Costs
Despite rising risk, key security measures are being scaled back.
Use of fixed CCTV systems has fallen by 7.2 per cent to 40.8 per cent, and CCTV towers are down 6.8 per cent to 24.2 per cent.
Budget pressure is the main driver, with 76 per cent of respondents reporting cuts as a direct result of this.
Criminal methods are also becoming more sophisticated, with the UK seeing above average use of drone surveillance and cloned digital access credentials. Seasonal Risk and Project Disruption
Crime is also becoming highly seasonal – with 71.3 per cent of respondents saying incidents are more frequent in autumn and winter, when reduced daylight creates more opportunities for theft. The impact extends beyond individual sites too: 26.4 per cent of projects needed a subcontractor replaced in 2026 due to crime related delays, nearly 10 per cent above the EU average.
